Digital change in UK regulation: Learning from the front line

A report on regulatory digital implementation

Regulators are increasingly looking to enhance their digital capabilities to leverage data and intelligence and achieve improved public service outcomes. However, until now, there has been little information specific for regulators to help effectively implement digital or IT change projects.

Our latest research explored how UK regulators are implementing digital/IT projects, exploring what factors contribute to digital success, the unique challenges facing regulators, and insights and experiences of digital delivery in regulation.

This report provides six key insights from a series of qualitative interviews and survey responses:

  • It’s all about people – engage, engage, engage.
  • Regulators’ digital capabilities are improving, but within a more challenging external environment.
  • Understanding regulatory context and complexity are critical to success.
  • Size impacts: small and micro regulators face particular challenges.
  • It’s more about evolution than revolution.
  • Digital is a given – but good regulation is the driver.
